California Casino Ban May Be Amended


CALIFORNIA – As reported by the Palm Springs Desert Sun: "A possible constitutional amendment to ban tribal casinos in urban areas would apply to Cathedral City, Indio and Palm Desert, but not to Indian Wells or Palm Springs, because the population density in those Coachella Valley cities isn't high enough to be considered 'urban.'

(I-Newswire) - "The proposed amendment will be the topic of a series of hearings around the state in the coming months, the head of the Assembly Governmental Organization Committee said Wednesday.

"Chairman Jerome Horton, D-Inglewood, said he plans to conduct the hearings to get public opinion but also to inform Californians about the law, the issues and the obstacles involved in urban casinos.

"…Right now there are no casinos with Las Vegas-style games operating in or near the state's largest cities.

"But there have been a number of proposals for tribal casinos in the San Francisco Bay Area and the Los Angeles-South Coast region.

"The issue attracted public interest when Gov. Arnold Schwarzenegger, who has supported higher taxes on Indian gaming, reached an agreement with a tribe to operate a casino with 5,000 slot machines in the San Francisco Bay area. That agreement allowed the tribe to go above the slot-limit placed on other tribes, but also would have taken more profits in payments to the state.

"…The issue came up Wednesday in a hearing on Assembly Constitutional Amendment 15 that would have prohibited the governor from signing an agreement known as a compact with any tribe to operate slot machines and house-banked card games in cities or counties with a population density of 1,000 people per square mile…"
